How can ordinary voters become paid lobbyists?
COMPUTER ACCESS – Any registered voter with access to an online computer can participate. Citizens who do not own computers can visit the library, their places of worship, or their friends who have computers -- or citizens can form cooperatives to share computer access. Several companies offer free Internet accounts. In the future, citizens without computers or computer skills may be able to hire professional bidders or “brokers” to handle the bidding phase of their involvement.

GOOD STANDING – Voters will be screened to attempt to verify that they are registered and in good standing.

“PAY” – Citizen lobbyists who participate will “earn” a portion of the money provided by an association or individual for the enactment of the public policies they support. This pay will not be immediate, but the constituents will know, when the auction closes, if they could be winners. They will be winner after the executive signs the bill into law.

ACTION – Because the process osf participating is real-time and interactive, individuals get to see results quickly. The auction works like the stock market approach to lobbying for sound laws. The musical chairs auction format rewards winning participants who have the lowest “bids.” A bid is the citizen's estimate of the lowest reasonable return in exchange for their participation.

How does a “musical chairs” auction work?
HOW DOES THE ConstituentLobbyists.com SYSTEM WORK?
1. A “musical chairs” type auction allows constituents to bid for an interest in lobbying for a cost-saving social reform.

2. Low-bidding constituents whose legislators support the new law become winners (as long as their legislators' votes are among those necessary to pass the measure.)

IT'S A CITIZENS' LOBBY FORUM - Constituents can call, write, and petition their legislators to motivate them to vote for laws. WHY IS IT CALLED “MUSICAL CHAIRS”?
Musical chairs is a familiar children's game. When the music stops, everyone hurries to sit in a chair. But there are always less chairs than there are players. Whoever is left standing is eliminated from the game.

In a legislature, there are a required number of “chairs” to pass a piece of legislation. For instance, if 100 senators vote on legislation, 51 must vote for a law to pass it. If more vote for it, the legislation will still pass, but the 51 legislators who support the measure and whose lobbying constituents have the lowest total bid will fill the “musical chairs” in this type of auction.
 
WHAT IS BEING AUCTIONED OFF?
Registered voters who participate will be bidding for a portion of the funds provided by a client.

WHO “WINS” THE AUCTION AND HOW?
Participants “win” their bid when they are in the lowest bidding pool for their legislator who supported the legislation, provided that their legislator's vote was one of the essential votes required for passing the law. (For instance, if a simple majority of 51 percent is required, when there are 100 legislators, the 51 legislators with the lowest bidding pools of constituents to publicly actually vote for it will identify the 51 winning pools of low bidding constituent.)
